Why Fortiswitches keeps syncing NTP outbound?

Two switshes are configured to sync time via local ntp server (fortilink)

Fortiswitch:

config system ntp

config ntpserver

edit 1

set server "10.255.1.1 "

next

edit 2

set server "ntp2.fortinet.net"

next


(there is a 0.5ms ping from switches 10.255.1.2 to fortilink 10.255.1.1)

eventually traffic goes via secondary no matter what !
