There are a few steps involved which is outlined in the following document:

On the Windows NPS server, the proper policies must be created. Allow the FortiGate as a client

On the FortiGate, create a RADIUS server object to connect, and then create the appropriate User Group. This can then be applied to a WiFi SSID, using WPA2-Enterprise Security Mode and Local Authentication.
